Java doesn’t support UTF-7, there are 3rd party (free) libraries like the Java UTF-7 Charset support project (download).  This ZIP contains ./jutf7-1.0.0/jutf7-1.0.0.jar , the JAR must be extracted, and copied into your JAVA installation folder: JAVA_HOME/jre/lib/ext , a JIRA restart will be required to make UTF-7 support available.
